  1. Heartbreaking. As is often the case Mr. Haviland still clings to the idea that this sort of thing is “unintended” by the family court system. Rather it is simply the application of the policy of understanding “the family” is a “mother and her children”, all our institutions from courts to welfare to education follow this policy and in every area the father is at best an after thought. Parliament and the Gov. recently removed the idea of the importance of contact with both parents from legal guidance. Expressly to make it harder for fathers to have contact! So it is not intended. The other point is that as he says even the contact that is mandated by the court is entirely at the whim of the mother and, as in a number of cases in his agreement, the courts simply don’t do anything to enforce their own rulings!
