  1. Like many things with local authorities , its an income generator.

    meanwhile, in the London borough of harrow and brent, they’ve had to put up signs about people deliberately spitting in the street because they chew and spit out paan..

    but even they on their sign state “spitting without a reasonable excuse is prohibited”

    so why cant skegness do the same??

    because guess who are easy targets for their quotas ?
