An interesting and welcome piece in yesterday’s edition of the Times of India. The related Congress webpage, however, makes it clear that the bill relates to GM in the context of F>M and F>M surgery and other medical interventions, nothing on MGM (performing FGM is already a crime in the US). What a wasted opportunity!

  1. In this country the two Act against FGM have resulted in 5 prosecutions (3 successful) in the 30 years it has been illegal here. This lamentable record does not reflect data about suspected FGM from the NHS (which has a duty to record such suspicions). In fact its believed that girls are taken to “home” countries for the procedure (hence the second Act made travelling for this purpose illegal). Because it is “women’s business” in highly sex segregated societies actual prosecutions would be of Mothers, Older sisters and Aunts. Reflected in a couple of the 5 cases. The lack of action probably reflects a reluctance to be seen to prosecute a parade of women, relatives of the girls.

  2. Thanks Nigel, good points. The reluctance is, of course, to prosecute black women.

    The NHS records all genital surgery as FGM, including that carried out at the woman’s request for cosmetic or comfort reasons.
