  1. Modern tests are simple and easy to do and not even remotely “invasive”. In reports I’ve read the chief actual impediment to doing this as routine is that the cost to the treasury, of having to pay benefits where there is no known father to pursue, will be too great. The interesting thing about this government line is that it suggests that in fact they believe there is widespread “paternity fraud ” and promiscuity (so there is genuinely some doubt because of the numbers of possible fathers) which would mean a substantial rise in the number of genuinely “single parent ” families where the father is unknown and cannot be tapped for child support, and state benefits will fill the gap. For if you really thought there were only a tiny number of births where the father is unknown, and therefore needed state support, it would be unproblematic to address this tiny minority. The resistence seems to be based on the assumption that in fact the estimates of between 10 and 20% of births are “illegitimate” are about right!
