  1. In the Jay report it was said that various public bodies, police Prisons, courts didn’t collect data on ethnicity or race. No one challenged these blithe statements. Yet from the 2010 Equality Act, under the “Equality Duty” all publicly funded services and agencies are required to collect such data! Most everyone will have been confronted with “confidential” questionnaires in any interaction with a Council or Government body or agency. Usually with a catch all “white” box and then a bewildering variety of racial, colour, and ethnicity categories. So either the agencies “unable” to give such equality data were in breach of the Equality Act or they were hiding data they did actually collect. Either way it should have been a scandal that they didn’t have the facts required by law! You’d think an investigative journalist with even a basic knowledge of public services would smell a great big rat.
