This has to be the first time that I have ever heard of the police not reacting to an impaired driving incident. No surprise to me that the perpetrator that they chose not to react to was a woman and again no surprise that likely part of the reason that they chose not to react was that it was a man that reported the incident.
It is symptomatic of a decline in the effectivess of the police force, surely attributable in part to the force having become an employment scheme for women wanting to work part-time, as has happened with many other public sector organizations, most notably the NHS.

A more extreme example of how our willingness to be generous to females blinds us.
