Starting with Birminingham Council( England’ s biggest) the nation is littered with children’s in “Special Measures” as they wrestle with the consequences of the epidemic of family breakdown. Manifestly unable to protect children from neglect, violence and torture the attempt to police the emotional nuances seems a fantasy , or nightmare.
