    So you would have to have local elections where all the candidates are women or all men. Which is against any constitution. The only other way to do it is if you have to have a male and female seat for each election area. Without this you could not have a local candidate accountable to the electorate. However how would you know whether the male or female did the best job for that area. One could just free load off the work of the other. The next option is to have state wide list of men and women and a percentage vote cast to get the most popular assigned a seat. This would not be connected to any particular electoral ward though. You could end up with some of the male or female winners having less votes then another gender but still get elected. So much for democracy. Good luck, pity you will not be able to vote for the best candidates any more if this goes though.
