This is one of the expected rituals (as I would frame it) that politicians go through periodically. It’s not meant to accomplish anything.

I don’t think Philip was, though he probably knew that not much of value would come of this. But it was worth a try. You never know, do you? The purpose of a discussion like this, in a political context, is to have a discussion like this. That’s it. The political machinery is very good at giving the impression that important issues are being addressed, without actually doing much. That’s why nothing ever changes.
