By the sounds of it they are taking out the possibility of legal sanctions and relying on the internal “complaints procedure”. So removing any teeth in terms of any consequence to the University should it fail to do its duty.

Nigel, I fear you’re right. In which case it will prove as toothless as the BBC’s “complaints procedure”, trying to engage with which is an exercise in utter futility.
