it is interesting because the author is using the idea that the law, intended to prevent sex change surgeries until the patient is 18, might be used to prevent infant circumcisions; as a means to demonstrate it is a bad law. “They” clearly expect the readership to agree that it is a bad law just because it could possibly cause an infant circumcision be subject to a stay and investigation as possible abuse. To my mind a very good result. Though in fact I doubt any such thing will happen, in the same way recourse to the law here is usually de-railed because its “not in the public interest”. Americans it seems (from the comments) are so wedded to the practice of infant circumcision that they rise to the bait.
