  1. As always a must read. Particularly his introductory comments about Statutory Guidance, what it is and how it is created. For it is in “Guidance” that the sex equality of the Equality Act (meaning drafted legislation in that act and subsequently is “gender neutral”) becomes a very “gendered” (favoring females) practice in public services of all sorts. For as Mr. Collins points out vert few read the legislation, what ever it is, and rely on Statutory Guidance and that from Professional bodies and Quangos. Including the Police. It is in these forms of Guidance that “gender neutral” Domestic Abuse law actually becomes practice that favors one sex over another. Or where Law prioritising the needs of the child becomes in fact one prioritising mothers over fathers and children.
    Feminists have been astute in putting their efforts into close relationships with key civil servants and crucial professional bodies (ACPO for instance).
    For, as Mr. Collins points out, the Law only comes into force when (or if) someone enforces it. And when and how it is enforced (and even if ,as there are many laws that are simply never enforced at all) is actually reliant on public servants and whose guidance they rely on.
