Of course he couldn’t possibly say “masculinity” but the truth is the “service” in Greater Manchester had been dialling down the masculinity and muscularity for decades. It began with reducing and then abandoning height and fitness requirements. At first for women but because that required saying a commanding height, level of fitness and strength were not a requirement of course than they couldn’t then insist on those for the men either. So over time police officers become shorter, less fit and certainly less able to rely on “presence”.

Then the officers ended up more and more encased in protection and reluctant to be out and about. So at the time of the supposed “riots” local oiks could loot shopping centres at will by the simple expedient of luring the “tactical unit”, the only big muscular officers available, to Market Street, and while busy there they couldn’t intervene anywhere else.

Meanwhile the “plastic policemen” PCSOs end up looking smarter and more in control than the officers. The nadir of this was the previous CC advising the citizens of GM to look to their own safety and security. The “force” will never return to GMP, for to do so would include dialing down the positive discrimination that is now endemic.
