I don’t know about the law in Ireland, but in the UK you could have a history of mental health issues, circumcise male minors (with no ‘medical training’) in a rat-infested barn with a rusty scythe in return for 10 pence, and the “authorities” would take not the slightest interest in your activities, until and unless male minors nearing death – possibly as a result of severe blood loss – started appearing in your local A&E.
