An oath of impartiality
Each Commissioner throughout the country is required to swear an oath of impartiality. By swearing the oath they vow to complete their role with honesty and remain impartial in any situation that may arise in relation to crime, disorder or politics.

I can see wear you’re going wrong archer: you’re thinking of impartiality as not taking a particular point of view beforehand. Wrong, as you’d understand were you to put on a pair of clitoris tinted spectacles.
