Pubs will be able to open from 6am tomorrow Downing Street has said in a move to prevent midnight parties this evening.
Boris Johnson has urged people not to “blow it now” by giving up on social distancing as bars and restaurants reopen tomorrow, amid scientific nervousness about the impact of the easing of lockdown.
A “rave clause” that allows police to break up gatherings of 30 or more has been included in regulations signed by Matt Hancock, the health secretary, this morning which come into effect at 12.01am.
Rules limiting gatherings outdoors to six people and indoors to members of two households will be guidance rather than legally enforceable.
The pub chain Brewdog cancelled openings planned for a minute after midnight after ministers took what Number 10 described as a “sensible” precaution to delay pub opening until 6am. However, premises will only be able to open at that time if they have existing licences to do so.
“The regulations also keep in place a list of premises that must remain closed and that includes nightclubs, nail bars and salons, indoor play areas, gyms, conference centres and exhibition halls,” the prime minister’s official spokesman said.
“Those regulations mostly come into force at 12.01am on Saturday, July 4. The reopening of pubs and bars specifically comes into force at 6am. That would just be in the event anybody would attempt to try to open at midnight.”
Separate regulations to keep pubs and restaurants in Leicester closed and shut down non-essential retail in the city were also signed today.
With pubs expecting to lose money as they open with social distancing rules in place, Mr Johnson told a Downing Street press conference tonight that “the success of these businesses, the livelihoods of those who rely on them, and ultimately the economic health of the whole country is dependent on every single one of us acting responsibly. We must not let them down.”
